We basically have some Human Resource & Internal Marketing videos (with sound) that we want to play on a loop on some displays/TVs.

We would like to remove the need of physically going up to these displays and playing the videos from the USB device. Or physically going up there with a connected PC to control what is showing on the display.
So we would like to manage, load, & play these videos to these displays remotely.

To my understanding, the way that works is you have one computer and you play the video to another computer connected to a TV/Display.
It sounds good, but I was wondering if there was a way to cut that extra PC?
And if there was a way to basically do one of the following?:
(1) Use a Smart TV (on our WiFi/Network) that has some kind of software/app where we can manage what is plays from a PC on a network?
(2) Or basically somehow use 1 computer to basically control what the Smart TV plays.
All our PCs and Servers are Windows.
Any help and recommendations are welcomed!

I have used Xibo Signage, but you will still need a player. They do support Tizen and WebOS for some of the professional SmartTV.

I have also used a Raspberry Pi with Screenly and Raspberry Pi Digital Signage. Both are self contained. Do not require a server. Updates are applied to each device. Although Screenly can be updated in bulk from a server.

I haven’t found an “app” on a smart TV really that works without a player. Although I suppose you could build and HTML webpage and host it and just point a browser on the TV to it if you wanted. But I don’t see that being a very “hands off” approach.
If you use a single consistent brand of smart TV, then you may be able to get a signage app that does what you want. For example, if you have all Samsung smart TVs you can use Castmill.
If you have a mix of different displays then you’re unlikely to find one app that does what you need, but you could possibly use the TV’s web browser to display a common web page with the content you need.
Otherwise you’ll need some sort of signage hardware.
Side note: be careful when choosing a “smart” TV for signage use. Some TVs have features specifically intended for home viewing that actually disrupt digital signage, such as auto-power off, changing inputs when no signal is detected, and so on. Make sure your displays either don’t have these features or that they can be disabled completely.
We use BrightSign here. Their website is https://www.brightsign.biz/ You do need one of their players and we set up ours to carry the signal from HDMI to an HDMI over Ethernet switch that has a transmitter and a receiver by the TV that takes the ethernet signal and changes it back to HDMI. You then just use the BrightAuthor software on a PC to update the presentation and publish it to the server. Their player can connect to wifi and then connect to the share that the presentation is on and just download it automatically.
